Israeli soldier apparently shooting

Israel's Supreme Court on July 1 ordered harsher charges to be filed against an officer and a soldier accused of shooting a rubber-coated steel bullet at a handcuffed Palestinian at close range. The court ruled that the charges of "inappropriate conduct" filed against the officer accused of ordering the shooting and the soldier who carried it did not reflect the gravity of the incident.
